Nominated by the Government of Singapore, Toh commenced his tenure as the Secretary General of the Association of Natural Rubber Producing Countries (ANRPC) in January 2023. Toh is also the Honorary Advisor of the Rubber Traders Association of Singapore.

Toh has more than 20 years of working experience with both private and public sector regionally, notably in the automobile sector with the Japan Automobile Manufacturers Association (JAMA)'s Asia Office as their Director Technical Affairs, and subsequently the ASEAN Secretariat (ASEC) as a Senior Officer supporting the ASEAN committees/groups under the ASEAN Economic Ministers (AEM), including the ASEAN Consultative Committee for Standards and Quality - Rubber-based Products Working Group (ACCSQ-RBPWG).

Over the past two decades, Toh has established himself as a successful middleman in brokering meetings, negotiations and agreements between the private and public sectors and between ASEAN Member States and Dialogue Partners such as Japan, US, EU, China, ROK across different government ministries.
